The seminar on "Initial training for history teachers in thirteen member states of the Council of Europe" held in Vienna in April 1998 was the first expert meeting on this topic. It was jointly organized by the Council of Europe, the Austrian Federal Ministry of Education and Cultural Affairs, and the University of Vienna's Department of Social and Economic History. The seminar gathered participants from thirteen countries, including former teachers, inspectors, teacher trainers, university professors, and administrators, with the goal of exchanging information and experiences related to the structure of initial training for history teachers in their respective countries, enhancing collaboration among experts, addressing key issues in initial training, preparing a comparative study, and exploring how themes from the project on "Learning and teaching about the history of Europe in the 20th century" could be incorporated into teacher training programs. The seminar aimed to develop concrete guidelines for future history teacher training programs to be presented to the Council of Europe.
