This publication describes an international seminar on "New approaches to the preparation and publication of history textbooks in the Russian Federation," which was held in Vladivostok for three days. Organized jointly by the Council of Europe, the Ministry of Education of the Russian Federation, and the Department of Education and Science of the Primorie Administration, the seminar aimed to discuss and strategize the renewal of school history textbooks in Russia. Participants included representatives from various educational and academic institutions, both in Russia and abroad, with expertise in history education, psychology, law, and publishing. The seminar addressed several key objectives, including evaluating the experience of speakers and educators in preparing and publishing history textbooks, analyzing the interpretation of historical facts in these textbooks, defining the role of regional history textbooks in school history education, discussing design considerations, and formulating recommendations for the development and publication of new history textbooks. The event was part of the Council of Europe's broader program to reform history teaching in secondary schools, and it emphasized the importance of objective historical knowledge, integration processes, and fostering tolerance and trust in multicultural societies. Japanese participation highlighted the international cooperation aspect of the seminar, as Japan played an active role in education programs and promoted objective and tolerant teaching of history in textbooks.
